I've written about this before (here), but wanted to update the post, keep it shorter, and add some new points that I've found helpful.
1. Find your passion - what do you love taking photos of? Is there something you always come back to?
2. What kind of photos do you keep pinning on Pinterest? What do all the photos you pin have in common?
3. Have a few favourite photographers in mind that you look up to. Keep up with their work, see what they do, learn from them. It doesn’t matter who they are, it could be your local photographer, or some of the ‘old and famous’ photographers, like Henri Cartier-Bresson, W. Eugene Smith, ...
4. Look through all your photos - from when you first started up until now. How has your style changed? What do all your photos have in common? E.g. lots of close-ups, most photos taken from a similar angle, always XY in the pictures, use of bokeh, notice the perspective, etc.
5. But the most important tip of all that I can give you: Take photos! You won’t uncover your voice if you’re not taking pictures. Meaning: you have to take photos. Constantly. Keep at it, and I’m sure your own photography voice will unfold over time and you’ll be able to see it.
